Emergency or Governor’s Rule? Major Political and Administrative Changes Proposed in KP

ISLAMABAD: The federal government is reportedly considering major administrative measures in Khyber Pakhtunkhwa (KP) amid ongoing security concerns, including the possible imposition of an emergency in 12 districts and Governor’s Rule in the remaining districts of the province.

The proposed plan includes the establishment of a dedicated council to oversee administrative affairs, development projects and security arrangements in the 12 districts.

However, the proposals remain under consideration, and no final official announcement has been made.

Emergency Proposed in 12 Districts of KP

Under the reported plan, an emergency could be imposed in 12 districts, including eight former tribal districts.

The areas identified in the proposal are Kurram, Upper South Waziristan, Lower South Waziristan, North Waziristan, Bajaur, Mohmand, Khyber, Orakzai, Bannu, Lakki Marwat, Tank and Dera Ismail Khan.

The proposed measures are reportedly aimed at addressing security challenges and establishing a more coordinated administrative structure in areas facing law-and-order concerns.

The exact scope, duration and legal framework of the proposed emergency have not yet been officially confirmed.

The council would be responsible for monitoring law and order, development initiatives and other administrative matters.

According to the proposal, it would operate under federal oversight, although further details about its authority, structure and relationship with existing provincial institutions remain unclear.

The proposal also reportedly envisages the imposition of Governor’s Rule in the remaining districts of Khyber Pakhtunkhwa.

If implemented, the measure could bring significant changes to the province’s administrative arrangements.

However, the proposal should not be treated as a final decision. Its implementation would depend on the federal government’s formal position and the applicable constitutional and legal requirements.

Federal Cabinet Meeting Expected to Consider Proposal

According to the sources cited in the report, a federal cabinet meeting has been scheduled for 9:30 a.m. to consider the matter, with the possibility of approval being discussed.

The meeting could prove significant for the proposed security and administrative measures. Nevertheless, no official confirmation of approval or implementation was included in the information available at the time of writing.
