Fazlur Rehman Took Money from Libya Through Fraud for Mufti Mahmood Markaz: Samar Bilour

PESHAWAR: Khyber Pakhtunkhwa Governor’s Adviser on Information Samar Haroon Bilour has accused Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman of allegedly obtaining money from Libya through fraud for the construction of the Mufti Mahmood Centre in Peshawar.

Bilour made the allegations in a statement, referring to what she described as important documents concerning the centre, located along Peshawar’s Ring Road.

She alleged that funds from Libya were used to construct the centre, but ownership of the property appeared to be registered in Fazlur Rehman’s name.

Bilour further claimed that parts of the centre’s exterior construction encroached on government land designated as a right of way.

Bilour Raises Questions Over Encroachments

The governor’s adviser said notices had been issued over the alleged encroachments in 2019, but they remained in place.

She added that the centre’s administration was again served a notice in May 2026 over the alleged occupation of government land.

Bilour called for enforcement of the law to remove the encroachments and recover the government land.

The allegations have not been independently verified. The supplied report does not include a response from Fazlur Rehman or the centre’s administration.
