High Fuel Adjustment Costs expected to make December, January, and February toughest months

ISLAMABAD: Power Division sources have warned that high fuel adjustment costs expected to make December, January, and February toughest months for electricity consumers across the nation due to a projected surge in power generation expenses.

According to official sources, fuel price adjustments (FPA) could escalate two to three-fold during these three winter months.

Rising international prices of liquefied natural gas (LNG), coal, and imported fuels are significantly driving up production costs.

Additionally, reduced hydel power generation during the winter season, coupled with severe local gas shortages that prioritize domestic heating, will force power plants to run on expensive alternate fuels.

Despite prior efforts to minimize fuel adjustment burdens through short load management strategies, skyrocketing global fuel prices have rendered further relief challenging, reinforcing that high fuel adjustment costs expected to make December, January, and February toughest months for electricity consumers.

Fuel Price Adjustment (FPA) for Pakistani Electricity Consumers

The Fuel Price Adjustment (FPA) is a regulatory mechanism implemented by the National Electric Power Regulatory Authority (NEPRA) to account for variations in the cost of fuel used to generate electricity in Pakistan.

Since the actual prices of imported LNG, coal, furnace oil, and gas fluctuate globally, NEPRA adjusts consumer tariffs on a monthly basis to bridge the difference between the reference fuel cost and the actual expenditure incurred by power generation companies (DISCOs).

For Pakistani consumers, FPA adds substantial uncertainty and financial stress to their monthly utility bills.

During winter months, when hydro power generation plummets due to reduced canal water flows and local natural gas is diverted toward domestic heating needs, the national grid becomes heavily reliant on expensive imported fuels.
Consequently, high FPA charges are passed down to end-users, frequently pushing total electricity bills far beyond baseline tariffs.

This recurring financial burden severely impacts household budgets, small businesses, and industrial production costs nationwide.

Energy sector experts emphasize that mitigating the impact of monthly fuel adjustments requires long-term structural reforms, including expanding renewable energy capacity (solar and wind), rehabilitating domestic coal generation infrastructure, improving grid efficiency, and reducing line losses to cushion consumers against global fuel price shocks.
