ISLAMABAD: The Capital Development Authority (CDA) Building Control Department has formally served an official notice regarding the CDA issues notice over construction violations at Fazlur Rehman residence demanding immediate compliance to the owner of the residence of Jamiat Ulema e Islam Fazl (JUI F) chief Maulana Fazlur Rehman.
CDA officials pasted the formal notice at the premises, citing construction in the house setbacks.
The authority also cited the installation of guard posts and an electricity generator on public land.
The notice directs the removal of these structure entries within 15 days, warning that failure to comply will lead to sealing the building, potential demolition of the unauthorized structures, and cancellation of the plot allotment.
Reacting to the enforcement notice, JUI F Sindh Secretary General Maulana Rashid Mahmood Soomro praised the generator’s steadfastness since 2018 across changing political tenures.
He noted that former leaders previously debated its placement in Parliament, questioning whether current leadership will support the notice or the generator, while reinforcing the political stance surrounding the CDA issues notice over construction violations at Fazlur Rehman residence demanding immediate compliance.
A Note on Capital Development Authority Building Bylaws in Islamabad
The Capital Development Authority (CDA) strictly enforces urban planning regulations and building control bylaws across the federal capital to ensure structured infrastructure, urban safety, and environmental protection.
Property owners in Islamabad are required to adhere to compulsory open space requirements, commonly known as setbacks, which maintain adequate ventilation, light, and safety corridors between residential and commercial structures.
A frequent compliance challenge involves unauthorized extensions into prescribed setbacks and the encroachment of private equipment onto public land.
The placement of high capacity diesel generators, security guard posts, and exterior boundary extensions beyond private property lines constitutes a violation of the Islamabad Building and Zoning Regulations.
CDA Building Control Department routinely conducts field inspections, issues formal legal notices, and executes enforcement drives against unapproved structures.
Property owners served with violation notices are mandated to restore the site to its approved architectural plan within specified timelines.

Continued non-compliance empowers the CDA to initiate coercive measures, including the physical sealing of premises, demolition of unauthorized structures, and the cancellation of property allotment rights to uphold municipal discipline.
